Who is an Agent?

For the purpose of using the Minnesota Unemployment Insurance (UI) online self-service system, an agent is any person or organization who is authorized to conduct UI business on behalf of one or more registered Minnesota employer(s).

Examples of those who would use the online self-service agent screens:

  • Accountants
  • CPA’s
  • Payroll service bureaus
  • Tax practitioners
  • Tax preparers
  • Third party administrators
  • Corporate payroll administrator*

This list is intended as an illustration and is not all inclusive.

Note: Professional Employer Organizations (PEOs) are to use the agent screens for filing wage detail reports that must be linked to their clients' experience rated accounts. Use of such screens does not mean the PEO is not the employer of record.

To use the online UI system as an agent, you must be registered as an agent with the Minnesota Unemployment Insurance Program.

*a centralized payroll administration function internal to an organization; for example, a corporation account filing on behalf of one or more related UI employer accounts.
